Basic Labor Program has been in practice since the founding of Tunghai University and has become an educational model for other institutions. Tunghai’s Labor Program leads students to learn about how to get along well with other people as well as with their own- selves, and about how to take care of the environment through engaging in daily basic maintenance of the campus. Meanwhile, this program emphasizes on teamwork, self-discipline, and thoroughness, which are the most favoritable qualities of today's enterprise culture.

All the freshmen and transfer students, regardless of department, nationality, and gender, are compulsory to take one year basic labor program with 0 credit. Therefore, the labor program has become a memory shared by all Tunghai students. Students must spend half an hour a day, five days a week on their labor duties, including cleaning the whole campus area, dorms, classrooms, and other service work. This year’s labor program is divided into eight sessions. In each session, students will be located in different areas or spots by cross-department distribution regardless their gender, through which students get an opportunity to understand more about the environment on campus and also learn how to cooperated and deal with people from different depaetments and with different personalities, so as to improve their flexibility when adapting to new circumstances.

Basic Labor Program puts an emphasis on self-reflection. In each session of the program, a labor course is provided by group leaders introducing the core theme and offering supplementary information, and then guide students to experience the true meaning and value of the Basic Labor Program. There are eight themes, namely cultivating oneself, learning, attitudes care saving, teamwork, ownership and growth. Four themes are introduced in the first semester while the others in the second semester. Each student is given a handout with contents closely related to the principles of the labor program and civic education, presenting theories, practices, stories, characters and current affairs. It is designed to lead students to reflect what they have learned from the program and to apply it to the problems they meet, and help students to think from different angles about issues they encounter. The content of the supplementary is relevant to the history, the people, architecture, landscape, ecology of the university and so on, through which students learn more about the campus and generate a sense of belonging.

The minimum qualification to pass the basic labor program is 60 points. Students who fail the basic labor program must retake it. In order to graduate successfully, students have to complete and pass both semesters of the one year basic labor program. It has nothing to do with students’ intellectual performance but is highly correlated with their attitude; therefore, the results of the labor work is considered as a very important criteria for applying for scholarships, financial stipends, the Educational Program for secondary School Teachers, the Exchange Students Program and TA positions. 

The group leaders of the Labor Program play key roles in leading the students. They must work together with the juniors to complete their daily responsibilities, and demonstrate good discipline as well as attitude. Meanwhile, team leaders also have to promote teamwork, guide the juniors to have interactions with team members from different departments, learn to respect, tolerate, and cooperate with each other. Furthermore, the group leaders are reliable counsellors for the juniors offering and sharing information about the campus, schoolwork and life in the university. 

The group leaders act as peer role models for the freshmen, so they must go through rigorous selection and training process before they serve in the position, which includes assessments of the interview-, trainee camp-, probation-, and internship stage. The trainings provided to the group leaders not only help in constructing a team of disciplined students, but also build a platform in leadership through the experiences.

The Basic Labor Program serves as a foundation in professional learning for students. Through the process of this program, students first learned how to “behave” and then learn to be “professional”. It helps to increase civic awareness and develop their potential to be useful to the society.
